Urban Renewal

 

If your property is located within the city limits of Bend or Redmond, your property taxes include payments to that city’s urban renewal agency, or agencies. The City of Bend has one plan area and the City of Redmond has two. These agencies receive property taxes from two sources. The first source is from a “special levy”. This is a rate applied to your taxable assessed value. The second source is a portion of other taxing districts’ levies, to the extent that values have increased in the urban renewal area. This second source has historically been referred to as the “Tax Increment”.

 

The Oregon Department of Revenue sets the property tax statement disclosure rules. In prior years only the first source of tax revenue (the special levy) was reported as a separate Urban Renewal line item on your tax statement. The second source was reported as part of the other districts’ taxes on your property. In the current year, in compliance with the Oregon Department of Revenue, each of the above sources of tax revenue are reported under the Urban Renewal line item(s).
